To start make a 2"x3" rectangle and extrude by .25"
Place your saved image on this rectangle

Next, Trace around your image using the line and arc tools. Only trace the outline, none of the middle parts.

Next, Use the 'OFFSET' command to create a duplicate outline. Extrude the space between your original outline and the offset line by .25" This is your cookie cutter.

Lastly, Reset your image and background and draws areas to be extruded around the eyes, nose, mouth, chin, etc. These are the facial features inside the cookie.
